This is actually butte lake in the lassen national park. Probably not free. Not very maintained.

Butte Creek campground is located 4 miles off Highway 44. 10 semi-developed sites. No water available. Vault toilets located on both ends of campground. Open all year round but not maintained during the winter months.

Not free. Large site. Typical envelope system. Trees, bear box, fire pit in every campground, Sadly the picnic area gets the Premo spot next to the lake though.
