Description

Powder River Pass is the highest point on Highway 16 in the Bighorn National Forest. It has an elevation of 9,666 feet above sea level. Trees do not grow in this are because of harsh weather conditions. Only fragile plants survive here by clinging to the thin, rocky soil.
